GET THE LEAD OUT! (Didn't happen...)

Continuing my study of toxic sites in Oak Cliff/Dallas, I read today about the semi-current state of clean up (2005) of the infamous RSR lead smelter at Westmoreland and N Hampton Rd.
Since this smelter fiasco was in the news for years and damages were paid to victims, I assumed a fantastically careful and COMPLETE clean up was done...
But, remember this is TEXAS! Can we assume anything? Can we trust that federal law was followed?
You be the judge.
Soil was dug out at only a depth of 1-2 feet and "capped." Oh, and one cap was even upgraded-to what? - a higher grade plastic or cement?
Capping is not considered thorough, complete clean up-but it does keep contaminants on site and covered up...for a while until contaminants degrade, leak, leech, etc. into water and vapors break free.
Somehow one would think this lead smelter, with its rating of 100% for dirt and danger, would merit something more permanent.
Trying to say something positive is tough. But at least RSR didn't dump lead at the Mexican border like it did in 1993 when the company was fined two million dollars and a waste disposal CEO went to jail. At least we know where all the RSR Dallas lead is-leeching into Dallas groundwater, our aquifers, and the poor Trinity River!
No data is available for groundwater at the RSR site.
In fact, I believe little testing of water was done or reported in spite of the site's location near the Trinity River and in the same floodplain as the local water treatment plant.
We do know monitoring wells were safely plugged to keep contaminants from surfacing up through the wells. A worrisome message.
As for the overall status of clean up, it's approved FOR THE SHORT TERM!
People, what about the long term?
Do you and your kids plan to be around five years from now?
If so, you and I need to question the partial, cheap, "short term" efforts made by TCEQ and pollutors; and call TCEQ and EPA and the city of Dallas to account for the continued condition of groundwater in Dallas and Grand Prairie.
I have it on good authority-excellent authority-that the clean ups acceptable in Texas would not be approved by other states-though citizens are entitled by law to clean up to drinking water and residential standards paid for by polluters!
